Mustello critiques Shapiro's proposed budget over spending concerns

Rep. Marci Mustello of Butler has expressed her concerns regarding Governor Josh Shapiro's proposed budget for the 2025-26 fiscal year. The budget, amounting to $51.47 billion, reflects a 7.5% increase in spending compared to the current fiscal year.

Mustello stated, "During his budget address, the governor spoke of promoting efficiencies in state government, cutting waste and streamlining processes, such as permitting, to promote economic development. These are concepts I can support because, in theory, they are good for the businesses and citizens of my district and across Pennsylvania." However, she argued that these benefits are overshadowed by what she perceives as excessive new spending within the proposed budget.

The representative highlighted efforts by House Republicans to create a surplus intended to protect taxpayers during economic downturns and ensure sustainable state governance. She criticized the proposed budget for its plan to eliminate this surplus and draw $1.6 billion from the Rainy Day Fund, stating that such actions are unsustainable.

Mustello also voiced opposition to new or increased taxes on energy, citing their potential negative impact on economic growth and job creation while increasing living costs for citizens.

She acknowledged that the governor's proposal is only an initial step in the budgeting process: "Fortunately, the governor’s budget proposal is just the starting point. As a member of the House Appropriations Committee, I look forward to the debate and discussions." The proposed budget will be subject to detailed scrutiny during three weeks of public hearings starting Tuesday, February 18.
