The campaign committee of Republican Party candidate George J. Kelly Jr., Mike Kelly for Congress, refunded $3 to Top Smith on November 4, according to the Federal Election Commission (FEC).

According to the FEC data, the following reason was listed for the refunded expenditure: 'Contribution refund to an individual, partnership or limited liability company'.

Mike Kelly for Congress refunded $8,573 total since June 1.
